Fred Victor is a social service charitable organization that fosters long-lasting and positive change in the lives of homeless and low-income people living across Toronto.

Every day, more than 2,000 people use our programs and services. And each person who comes through our doors is experiencing poverty and/or homelessness.  many struggle with their mental health.

On April 1, 2015, Community Resource Connections of Toronto (CRCT) integrated with Fred Victor. CRCT had a respected, 40-year history in Toronto of redefining and improving the care and support of people with mental health challenges.

Now, as an integrated organization, we have a greater capacity than we did as separate entities and the ability to serve more people in a more effective manner.

Our many programs and services, located at 18 different sites across Toronto, help people rebuild their lives by offering:

  • Affordable housing in one of our four apartment buildings
  • Transitional housing and transitional shelters in three locations, two exclusively for women
  • Emergency shelter in one of our two shelters
  • Food access, throughout our service sites such as hot meals at Friends Restaurant
  • Job training and counselling
  • Health information and community services through two “off-the-street” drop-ins
  • Community mental health outreach and services in two hubs
  • Specialized support programs

Our mission is to improve the health, income and housing stability of people experiencing poverty and homelessness.

is for healthy and thriving communities where every person has a home and access to opportunity.

Our values guide Fred Victor and are the same ones that have carried the organization for more than 120 years. 

Fred Victor advocates for human rights and recognizes the dignity of all people who use, provide, or support our services. We value diverse cultural and ethnic backgrounds, life experiences, perspectives, orientations and abilities. 

Fred Victor creates opportunity for individuals and communities. We work from an anti-oppression perspective to reduce systemic discrimination and inequities for people experiencing poverty and homelessness. We further promote equity through harm reduction, recovery, and community development approaches to service.

Fred Victor values and supports people’s right to self-determination by fostering individual capacity and recognizing individuals’ abilities to make their own choices.

Service Excellence
Fred Victor is committed to providing excellent programs and services by being accountable to the people who use our services, meeting or exceeding our program goals, and monitoring our progress against stakeholders’ requirements. We seek to collaborate, integrate and develop new partnerships to enhance services to our clients.

Our approach to service: Fred Victor uses a harm reduction and community development approach to our services. This means delivering service free of judgement with focus placed on health, wellness and the adoption of practices and policies that work to reduce harm. A harm reduction and community development approach is responsive to the changing needs of our service users and is one that actively seeks to involve in meaningful partnership, our tenants and clients in program development, delivery and evaluation
